The cost of health insurance in China in 2018
According to the 2018 edition of Pacific Prime’s Cost of Health Insurance report, China’s average premium has decreased compared to the previous two years. We have seen a slight premium reduction in China from 2016 (US$ 10,881) and 2017 (US$ 10,695) to this year’s US$9,639. The further decrease over the past year might have occurred because, in this year’s analysis, we have included onshore plans for calculating China’s average premiums. Despite these changes, the country’s average cost and ranking did not change considerably. China fell in ranking, but only by a few positions.

What’s driving the cost of health insurance in China and in the rest of the world?
The Cost of Health Insurance 2018 report includes a comprehensive section that explains in great details the reasons behind premium changes and international insurance trends. For the needs of this article, we list below four key drivers behind IPMI premiums as identified in Pacific Prime’s report:
- Increased demand for international quality private care
This trend continues from the 2017 edition of our report. Clients demand better quality healthcare in their home countries, causing the overall cost of healthcare to go up.
- Increased cost of healthcare
Increased demand for quality healthcare is reflected in the increased cost of healthcare. And the cost of healthcare is inseparably connected with insurance premiums.
- Increased regulation
This trend is particularly true for China, where all insurance plans sold must be offered by insurers licensed in China (hence our change in the report and use of onshore plans for our analysis). We noticed that this is a good change for China, as the plans are of better quality, and designed to serve better those living in China.
- Continued challenges with fraud regulation
Health insurance and health care fraud have been a critical factor behind IPMI premiums since we started with our COHI report in 2015. The trend continues in 2018, as we see that more and more insurers are investing in fraud detection, which may further increase premiums when the costs of such investments are included in the price policyholders pay.
